Dr Paul-Enguerrand Fady
Senior Biosecurity Policy Manager
Paul-Enguerrand is a Senior Biosecurity Policy Manager at CLTR, where he leads work on mirror life, synthetic nucleic acid screening, and supply chain resilience for medical countermeasures. He also develops AI-enabled tools aimed at shifting the offence–defence balance in biology towards defence.
Paul-Enguerrand is a regular contributor to international policy discussions on emerging biological threats, including parliamentary inquiries, government roundtables, and global conferences. He has given oral evidence to House of Lords inquiries and provided expert commentary for BBC News, LBC, and Canadian broadcast media. He is also a fellow of the Emerging Leaders in Biosecurity Initiative (’26).
Before joining CLTR, Paul-Enguerrand worked in Parliament advising senior policymakers on infectious disease, antimicrobial resistance, and One Health, and served as Policy Research Lead at the British Society for Antimicrobial Chemotherapy. He holds a PhD in Pharmaceutical Science from King’s College London and a BSc in Microbiology and Immunology from McGill University.
