Rachael Cullins

Rachael Cullins leads CLTR’s strategic communications efforts, translating technical expertise into compelling narratives and shaping CLTR’s presence with the media and policymakers. Rachel leads the CLTR-hosted Strategic Communication Hub, amplifying expert voices across AI safety and biosecurity communications in the UK — and beyond.

A former career diplomat, Rachael brings two decades of leadership in international relations, policy, and communications. She led bilateral science and technology relations with the United Kingdom, Ireland, and France in her most recent role with the U.S. Department of State. In previous diplomatic assignments, she managed policy, communications, and operations teams at U.S. embassies and consulates in North Macedonia, the United Kingdom, Mexico, and Senegal. Prior to the Foreign Service, she worked in media relations for two nonprofits.

Rachael is the recipient of numerous State Department awards, including for her tech policy work in DC. She holds a graduate certificate from Falmouth University and a BA in journalism from Franklin College.
